Abstract

The Uganda Open Government Data (OGD) readiness study was conducted between January and April 2012 to assess the country’s readiness to implement OGD. It primarily engaged senior government officials, mid-level public servants, members of the media, academia, private sector, and donor agencies. The study involved desk research and key informant interviews. The desk research primarily informed the research about the status of Uganda on a number of issues that would affect the ability to undertake an OGD programme. Developments in various areas - Social, Economic, Political and Institutional Infrastructure, Science Technology and Innovations, Information and Communications Technology and Legal and Policy, were all reviewed. The literature suggested that Uganda was growing in all these aspects and some progress had been noted which offered an opportunity to implement OGD.
