Towards Scalable Digital Skills Training in Resource-Constrained Environments |
In a context of high unemployment and marked gender inequality, online education for women becomes a niche with great potential in Haiti. Returns to education are particularly high in ICT-intensive jobs and IT outsourcing offers concrete opportunities for remote employment, providing alternatives for economic diversification and job creation that are particularly relevant for youth and women. The problem faced in many developing countries, such as Haiti, is that traditional models, architectures and platforms for online learning do not lend themselves well to their context as typical assumptions about the availability of adequate civil and digital infrastructure, and the evolution of social and cul-tural habits towards normative behaviors in the digital economy are rigorously challenged. Therefore, it becomes important to develop platforms suited to their context. This has motivated the research ques-tion that this paper seeks to address, namely “What is the appropriate Architecture that supports learn-ing strategies for delivering scalable digital skills training in a resource constrained environment?” |

Agriculture Digital Services Strategic Initiative (Final Report) |
This “Agriculture Digital Service” strategic initiative has sought to explore how “openness” could be applied to assist in overcoming structural constraints that inhibit the scale necessary to more effectively service Jamaica’s agricultural community.In pursuit of this objective the strategic initiatives is applying emergent best practice in government digital services field--as championed by leading organizations like the United Kingdom’s Government Digital Service and City of Buenos Aires’s CTO office--and an evolving theory of change for how data collaborations facilitated by shared open infrastructure can enable access to and the creation of high quality agricultural data assets and information services. The outcomes were that the initiative would aid in the closing of existing data gaps, improve the information available to actors throughout the agricultural sector and explore the implications of an increasing digital and connected public service on data privacy and ownership rights of farmers. The goals of strategic initiative are defined by three pillars: With the funding support of the International Development Research Centre of Canada under the OD4D program, SlashRoots undertook this Agriculture Strategic initiative with the Rural Agricultural Development Authority. This report provides a summary of the body of work that was undertaken by the SlashRoots team between January 2016 - November 2016. This document provides an overview of the process, findings and lessons learned from SlashRoots’ engagement over the project period. |

Open Government Partnership, Open Data and FOI – A road map towards convergence |
A joint presentation made at the "Regional Conference on Freedom of Information Laws (FOI) in the Caribbean – Improving Management for the Environment" - a conference organized to provide an opportunity for dialogue and sharing of experiences on the adoption and implementation of FOI laws in the Caribbean as well as outlining regional possibilities for advancement and collaboration. This presentation, delivered jointly by Dr Maurice McNaughton, Mona School of Business & Management, University of West Indies and Mrs Carole Excell, Senior Associate, World Resources Institute, sought to explore the philosophical differences and institutional synergy between the FOI and Open Data, communities, and the role of key actors, including civil society FOI practitioners, government institutions, the media, technology intermediaries and citizens in crafting the emergence of an Open Data Ecosystem that builds on, and is in harmony with the existing FOI institutional framework. |
